Process Safety Manager(Contingent upon contract award) with Security Clearance

The Process Safety Manager supports the 35th Civil Engineer Squadron (CES) at Misawa Air Base by managing and coordinating industrial safety programs across engineering, construction, and facility operations. This role ensures that all activities within planning, programming, design, and construction are executed in compliance with U.S. Air Force safety standards and host-nation (Japan) regulatory requirements.
Operating in a high-tempo environment supporting an ~$80–120M engineering portfolio and an ~800-person workforce, the Process Safety Manager plays a critical role in safeguarding personnel, infrastructure, and mission readiness by implementing and enforcing effective safety processes and systems.
Key Responsibilities Industrial Safety Program Management Develop, implement, and manage comprehensive industrial and process safety programs across CES operations
Ensure compliance with Air Force safety regulations, OSHA standards, and host-nation requirements
Monitor and evaluate safety system effectiveness and recommend improvements Inspections & Compliance Oversight Plan and conduct safety inspections, audits, and risk assessments across facilities and project sites
Identify hazards, deficiencies, and compliance gaps; implement corrective actions
Maintain inspection records, reports, and compliance documentation Operational Safety Coordination Coordinate with engineers, project managers, and contractors to integrate safety into planning, design, and construction activities
Support safe execution of infrastructure projects and facility operations
Advise leadership on safety risks and mitigation strategies Policy Development & Documentation Research, develop, and maintain safety manuals, handbooks, and standard operating procedures
Ensure safety documentation aligns with evolving regulations and mission requirements
Promote continuous improvement of safety processes and policies Risk Management & Incident Prevention Conduct hazard analyses and risk assessments to prevent incidents and ensure safe operations
Investigate incidents, determine root causes, and implement corrective/preventive actions
Track safety metrics and trends to support data-driven decision-making Program & Administrative Support Support broader CES program management efforts including cost, schedule, and resource considerations related to safety initiatives
Assist with database input, tracking, and evaluation of safety and operational data
Contribute to reports, briefings, and leadership updates
Required Qualifications
Bachelor’s degree in Safety, Engineering, Industrial Hygiene, or related field
5+ years of experience in industrial or process safety management
Strong knowledge of safety regulations, risk management, and compliance frameworks
Experience conducting inspections, audits, and incident investigations
Ability to operate in a fast-paced, high-visibility environment
Preferred Qualifications
Experience supporting U.S. Air Force, DoD, or large-scale government infrastructure programs
Professional certifications (e.g., CSP, ASP, CHST, or equivalent)
Familiarity with construction safety and engineering operations
Knowledge of host-nation (Japan) safety and regulatory standards
