Position Overview
We are seeking a senior-level Business Intelligence / Subject Matter Expert (SME) to support a large-scale statewide enterprise modernization initiative involving Human Capital Management (HCM), Financial Systems, ERP/EPM platforms, and Legislative Budgeting.
This is a highly visible, strategic, and operational role requiring a consultant who can bridge business operations, financial processes, transportation systems, HR, and technology teams while ensuring business continuity, data integrity, and stakeholder alignment.
The ideal candidate will combine business analysis, operational leadership, modernization experience, and strong communication skills to support complex transformation efforts.
Key Responsibilities
Business Process & Operational Support- Analyze, document, and optimize current and future-state business processes
- Support enterprise modernization initiatives across HCM, ERP, EPM, and Financial Systems
- Ensure operational continuity during system transitions
- Drive process alignment across departments and statewide initiatives
- Support budget lifecycle management and reporting processes
- Assist with financial reporting, funding workflows, and reimbursement processes
- Analyze and communicate financial data across systems and business units
- Support financial system integration and alignment efforts
- Assist with data extraction, mapping, conversion, and validation
- Participate in testing cycles, mock conversions, and go-live readiness
- Validate data accuracy, completeness, and usability
- Support troubleshooting and system issue resolution
- Collaborate with business, technical, and leadership teams
- Act as a liaison between functional and technical stakeholders
- Provide status updates, reporting, and executive-level communication
- Support issue resolution and cross-functional coordination
- Develop and maintain:
- Business process documentation
- User guides and training materials
- System and workflow documentation
- Conduct training sessions and knowledge transfer activities
- Support user adoption and operational readiness
- Provide ongoing functional and operational support
- Respond to user inquiries and resolve issues
- Support continuous improvement and process optimization initiatives
- Participate in occasional after-hours support activities
- 8+ years of experience in:
- Project management and enterprise system implementation
- Data extraction, conversion, and validation
- Business process analysis and documentation
- 8+ years of leadership experience including:
- Team leadership and supervision
- Budget and operational oversight
- Experience with:
- ERP, HCM, EPM, or enterprise financial systems
- Enterprise modernization initiatives
- Operational support environments
- Strong stakeholder communication and engagement skills
- Proven ability in problem-solving and process improvement
- Experience in public-sector or government environments
- Background in transportation, financial operations, or legislative budgeting
- Experience supporting statewide or large-scale transformation programs
- Experience with data migration and enterprise reporting initiatives
