Position Overview

We are seeking an experienced Business Analyst 3 to support enterprise modernization initiatives involving the conversion of legacy systems into modern web-based applications. Working under the direction of the IT Applications Director, this role will lead business and technical analysis efforts, collaborating closely with stakeholders, developers, architects, and database teams to ensure successful modernization outcomes.

The ideal candidate will have extensive experience in legacy system analysis, requirements gathering, SDLC processes, and translating complex business functionality into actionable technical requirements for .NET and SQL-based solutions.

• Lead and execute business and technical analysis activities supporting modernization projects
• Analyze legacy applications, workflows, and SQL-based systems to document current-state functionality
• Gather, document, validate, and manage business, functional, and technical requirements
• Translate legacy system behaviors into requirements for modern web-based applications
• Conduct gap analyses between current systems and future-state solutions
• Collaborate with developers, architects, and database teams to support .NET and SQL-based development efforts
• Facilitate stakeholder meetings, walkthroughs, and requirements review sessions
• Track project tasks, milestones, issues, and risks
• Support development and QA teams by clarifying requirements and validating delivered functionality
• Communicate project status, dependencies, and risks to leadership and stakeholders
• Develop clear, complete, and testable requirements documentation

• 12+ years of experience in legacy system analysis and modernization strategies
• 12+ years of SDLC experience, particularly in web-based application development
• 12+ years of experience gathering and documenting business, functional, and technical requirements
• 12+ years translating legacy application functionality into modern system requirements
• 12+ years of stakeholder facilitation, communication, and project coordination experience
• Strong knowledge of SQL-based data models and system integrations
• Experience reviewing workflows and identifying modernization opportunities
• Excellent written, verbal, and presentation communication skills
• Ability to work independently and collaborate across technical and business teams
• Experience identifying compliance and system gaps and proposing effective solutions
• Ability to manage multiple priorities in fast-paced project environments

• Bachelor’s degree in Business, Computer Science, Information Systems, or related field
• 12+ years of experience in Business Analysis or PM/BA roles
• 8+ years of experience converting legacy applications into web-based solutions
• 8+ years of experience working with .NET development teams and SQL databases
• 8+ years supporting large-scale IT systems in government or regulated environments
• Experience with project management methodologies
• PMP, PMI-PBA, CBAP, or similar certifications preferred
