MANAGEMENT ANALYST with Security Clearance

Duties Primary Purpose continued:
  • GS
  • 12: The primary purpose of this position is to maintain an account of valid manpower requirements in compliance with resource allocation and organization policy and to conduct analysis evaluation and project management within the Manpower and Organization Division.
DUTIES GS-11 & GS-12:
  • Studies the structure and/or functions of organizations with interrelated work processes and functions and accurately advises or proposes solutions to improve processes and maximize mission accomplishment and resources utilization.
  • Designs, plans, and conducts work measurement, methods and procedures, manpower requirements utilization and engineered time standards; reviews and implements changes to organization and resource controls/programs, and/or benchmarking studies of complex, interrelated substantive work processes or functions.
  • Designs, plans, and facilitates manpower assessments, management surveys, and research projects, providing advisory services of a wide variety on substantive issues with extensive scope, complexity, and impact, assessing the overall effectiveness of program operations.
  • Provides complex management support services in the areas of strategic planning alignment, program manpower cost analysis, annual/multi-year/long range fiscal planning (e.g., Defense Planning Guidance (DPG), Planning, Programming, and Budgeting System (PPBS) cycles), and development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and unstable.

Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

GS-11: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques for complex issues or studies concerning the efficiency and effectiveness of program operations.
To include knowledge of pertinent laws, regulations, instructions, policies, and precedents which affect the use of program and related support resources in the area studied.

OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education.
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

GS-12: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques for complex issues or studies concerning the efficiency and effectiveness of program operations.

To include knowledge of pertinent laws, regulations, instructions, policies, and precedents which affect the use of program and related support resources in the area studied, skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity, and skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-11: 1.
Knowledge of Department of Defense (DoD), Joint Service and Air Force management engineering, organization and CPI principles, concepts, and methodologies.
  1. Knowledge of process improvement techniques such as Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow charting.
  2. Skill in applying analytical and evaluative methods and techniques used to resolve complex problems of a broad range of functional areas related to CPI.
  3. Ability and skill using PC to operate data base management systems, requirements analysis, and data manipulation and extraction techniques.
  4. Ability to communicate effectively both orally and in writing; skill in conducting interviews with employees, supervisors, and management officials at MAJCOM and HQ USAF to obtain information about organizational missions, functions, and work procedures.
  5. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.

Additional Conditions of Employment:
  • This is a developmental position that leads to the full performance level.

The incumbent will receive on-the-job training designed to provide the opportunity to perform the duties at the full performance level.

The incumbent may be noncompetitively promoted to the next performance level upon (1) satisfactorily completing the training requirements (2) satisfactorily performing at the next performance level (3) meeting all OPM legal and regulatory requirements for promotion and (4) recommendation for promotion by the supervisor.
