EXECUTIVE SUPPORT SPECIALIST with Security Clearance

Duties

  • Provides staff support for the AETC Commander, Deputy Commander, and Director of Staff.
Formulates plans, program goals, command objectives, policies, priorities, and procedures to ensure implementation and institutionalization of Air Force and Command-wide initiatives.
  • Manages legislative activies program for HQ AETC.
Manages legislative affairs and engagement for HQ AETC.
Responsible for support to the Commander and AETC staff on matters of Congressional affairs.
  • Initiates plans and conducts studies of management issues and initiatives for AETC, including ongoing assessments of overall performance, achievements, and effectiveness.

Organizes, directs, and provides guidance and recommendations to AETC/CC, CD, and DS brainstorming sessions to address these issues.
  • Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

GS-12: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes:(1)Knowledge of staff operations functions in order to develop and implement innovative approaches and solutions to staff operations issues and to provide definitive input on how proposed changes would be detrimental or would enhance the mission (2) Knowledge of analytical and evaluative methods and techniques related to issues concerning Congressional affairs and Command position on legislative affairs (3) Possesses knowledge of AETC organizations, their operating environment, and functions to accurately assess customer requirements and develop innovative approaches to effectively meet those needs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in

  • grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
GS-13 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes:(1)Mastery knowledge of staff operations management concepts, principles, and methodologies (2) Developing and implementing innovative approaches and solutions to staff operation issues (3) Expertise in staff operations functions, enabling the creation and execution of innovative solutions to operational challenges, while offering well-founded insights on whether proposed changes would have positive or negative impacts (4) Possesses knowledge of DoD, USAF, and AETC strategic plans and planning processes to develop short- and long-term staff operations planning guidance in alignment with established directives and objectives (5)Comprehensive knowledge of analytical and evaluative methods and techniques related to issues concerning Congressional affairs and Command position on legislative affairs; in addition to the thorough knowledge and expert understanding of Congress, Congressional affairs, pertinent laws, regulations, policies, and precedents.

(6) A high degree of analytical ability to discern short medium, and long-term effects of changes in staff operations practices, procedures, and policies and to effectively analyze the various components of staff operations as part of an integrated whole.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of analytical and evaluative methods and techniques to issues or studies concerning the effectiveness and efficiency of command staff, Congressional affairs and Command position on legislative affairs in addition to the thorough knowledge and expert understanding of pertinent laws, regulations, policies, and precedents which affect the AETC position on staff actions, Congressional affairs and activities.
  1. Knowledge of a wide-range of concepts, principles, and practices relating to legislative, Congressional inquiries, and staff actions for a major Command.
  2. Extensive knowledge of AETC organizations their environment, and their functions to understand the customers' requirements and to arrive at innovative approaches to best meet those requirements.
  3. Ability to communicate effectively, both orally and in writing to interact and gain cooperation at the highest levels in order to achieve stated positions or to make an adequate case for a particular strategy which may not be readily accepted, but which is the best solution to achieve overall AETC goals.
  4. Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires or the activity studied.
  5. Knowledge of Joint Travel Regulations, foreign clearance guidance.

Foreign relations and protocol procedures that apply to military and civilian leaders (foreign and domestic).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

  • The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
