Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A) INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): 1.
Knowledge of a wide range of communications security concepts, principles, and practices, procedures, policies, standards, and of operational and performance characteristics and secure voice equipment and in-line network encryption systems to evaluate devices, proposals and approaches, install, monitor, troubleshoot and restore complex secure voice and data systems and communications security equipment using standard test equipment.- Knowledge of network copper and fiber optic cabling and topologies, OSI seven layer reference model, IEEE 802 networking standards, Ethernet, Fast Ethernet, Gigabit Ethernet, 1Pv4, 1Pv6, TCP/lP, routers, switches, CSU/DSUs, Type I encryption devices, multiplexers, ISDN, digital signal circuits, ATM, performance optimization, cost/benefit comparison of available data communication technologies, and HV AC environmental considerations.
- Knowledge of current Windows Server and Exchange Server, including account administration, server optimization, network management, diagnostics and troubleshooting, fault tolerance, anti-virus and backup.
- Knowledge of Windows Workstation/Windows Server operating systems, PC hardware, industry standard office automation software, and PC peripheral equipment.
Possess experience with industry-standard helpdesk management software.
- Knowledge of network and data security, physical security, password protection, Windows file and share permissions, account permissions and security restrictions, Windows operating system Security IDs, and domain security relationships.
- Knowledge and experience with IT budgeting, technical solutions, acquisitions, inventory, warranty registration, software licensing, maintenance and technical support, system upgrades and equipment tum-in.
Experience with documentation of networks, configuration management, and disaster-recovery plans.
Experience providing budget recommendations for equipment, personnel and services; writing statements of work and government cost estimates for contracts.Ability to manage budget, manpower, equipment, time and other resources to accomplish organizational projects, and in the evaluation of technical and cost-proposals to meet mission requirements.
Ability in oral and written communication.
Possess mastery of written English and technical writing and ability to analyze information, prepare documents, and provide briefings to decision makers.

This is an excepted-service, Defense Civilian Intelligence Personnel System (DCIPS) pos ition under Title I 0, u.s.c.- Incumbent must be able to obtain and maintain a TOP SECRET security clearance with an SCI background check.
- Previous experience as a COMSEC User or COMSEC Responsible Officer is highly desirable.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
