SUPERVISORY TRAFFIC MANAGEMENT SPECIALIST with Security Clearance
Duties
- As Deputy to the Commander, directs the activities the Air Force Personal Property Activity enterprise comprised of a headquarters element and subordinate Consolidated or Joint Personal Property Shipping Offices (C/JPPSOs), ensuring the enterprise complies with legal and regulatory requirements and meets customers' needs.
- Exercises supervisory personnel management responsibilities.
- Represents the PPA enterprise with a variety of cross-service, HQ USAF, commercial transportation industry and functional area organizations.
- Executes HQ Air Force-delegated responsibilities.
- Supports operations conducted by subordinate Consolidated or Joint Personal Property Shipping Offices.
- Designs, validates and implements Air Force-wide personal property transformation.

- Leave accrual may be authorized upon request Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Traffic Management Series, 2130.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.Making presentations on traffic matters before Federal, State, or local regulatory bodies.
Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
Providing advisory service involving commodity analysis from the transportation standpoint.
Expert/master level knowledge of traffic management and transportation policies, concepts, principles and methodology applicable to air, land, and sea transportation under wartime and peacetime conditions within which DOD and other federal agencies and industry operate.
Expert knowledge, mastery level experience, and decision making is required in Congressional entitlements, Comptroller General, General Accounting Office, Code of Federal Regulations, US Codes, DOD, Air Force, Army, Navy, Marine Corps, US Coast Guard, US Treasurer, Bureau of Customs, foreign government, state, and local regulatory requirements as they relate to personal property movement/storage, excess cost, unearned transportation, entitlements, and personal property information technology matters.
Expert/mastery level knowledge of a wide range of concepts, principles, and practices relating to financial management, training management, deployment management, support agreements, manpower, and management of information systems.Extensive knowledge of the latest state-of-the-art principles and practices in logistics to a degree enabling incumbent to provide final technical advice and consultation to top operations officials and to recommend approval or disapproval of logistics programs and projects.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

- Knowledge to understand the structure, functions, missions, objectives, and current problems of the personal property mission and its relationships both to other DOD service components and to the Federal Government as a whole.
Skill/knowledge to achieve and assess results through others by comprehending and applying management goals and objectives and by providing administrative, technical, and managerial direction, discipline, and motivation to the work force of approximately 310 employees.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
