I. Background Objective
The Pennsylvania Fish and Boat Commission (PFBC) and the Pennsylvania Game Commission (PGC) are currently using a Pennsylvania Automated Licensing System hosted and supported by Tyler Technologies called HuntFishPA. This vendor-hosted SaaS solution handles 453 products and 3.2 million transactions annually, with a current contract valued at over $40 million expiring in January 2031.
The Commissions are seeking a shared Technical Advisory Specialist 2 (TAS2) to serve as a Project Manager for Request for Proposal (RFP) development and vendor selection. The successful candidate will act as the Commissions' advocate throughout the RFP procurement process, ensuring compliance with Commonwealth IT policies, procedures, and procurement rules.
II. Scope of Services Key Responsibilities- Project Management: Use approved methodologies to develop, control, and maintain a project management plan and schedule encompassing RFP writing, vendor bid management, submission evaluation, negotiation, and contract award. Maintain project documents, schedules, meeting notes, and action item tracking.
- RFP Development and Submission:
- Develop an RFP documenting requirements to replace existing licensing system functionality and incorporating approved enhancements.
- Ensure compliance with Commonwealth management directives, Department of General Services procurement rules, and the Governor's Office of Administration/Office of Information Technology policies.
- Conduct regular meetings with Subject Matter Experts (SMEs), key stakeholders, and the Commissions' Offices of Chief Counsel.
- Research and recommend best management practices from other states for automated licensing systems.
- Document system and data security requirements aligning with Commonwealth policies and industry standards.
- Preparation of SLAs: Draft Service Level Agreements (SLAs) for the RFP, working closely with the Commissions' Offices of Chief Counsel. This includes defining service levels, license requirements, security requirements, and contractual instruments for turn-key point-of-sale business processes.
- RFP Evaluation Assistance:
- Develop and maintain evaluation metrics for vendor scoring.
- Assist in evaluating proposals to ensure compliance with mandatory requirements established by the Commonwealth, Department of General Services, and the Governor's Office of Administration/Office of Information Technology.
- Support QA compilation, vendor demonstrations, proposal evaluation, and contract negotiations.
- Provide consultation on vendor scoring, final negotiations, and contract award.
- Project Management: 10 years (Required) - Must possess direct project management experience of similar sized scope and complexity, including software development life cycle, order fulfillment, and customer/sales agent support.
