Successful applicants should:

Have a Master's degree with a minimum of five years' experience in the respective field relevant to the ToR or possess seven years' experience with a Bachelor's degree or equivalent.

Be prepared for potential deployment to crisis settings with short notice.

Additionally, specific preferences include:

Proficiency in Arabic, French, or Spanish, with Russian and/or Portuguese considered advantageous.

Qualification:

Master's or Bachelor's degree in a development related field or equivalent (Business Administration, Public Administration or Management, Computer Science, Innovation Management or equivalent).

WHAT IS DIGITAL TRANSFORMATION?

Digital technology is one of the most fundamental drivers of change this century. Digital not only provides new opportunities and challenges for development, but it is also fundamentally changing the context in which development is taking place.
Since the launch of its first Digital Strategy in 2019, UNDP has been on an ambitious transformation journey to harness the potential of digital technology for development. We are now in the next phase of our digital transformation, implementing the Digital Strategy 2022-2025, which puts forth a vision to create a world in which digital is an empowering force for people and planet.

The Chief Digital Officer at UNDP is leading this effort with the goal of embedding digital technology in the development projects that we implement, supporting government partners to build inclusive digital eco-systems, and transforming the organization internally to enable these changes.

Successful candidates will be invited to join UNDP's GPN ExpRes Roster under one or more of the 10 digital areas and may be considered for future similar assignments with UNDP. Retention in the Roster of selected experts will be contingent on continuous delivery of satisfactory services.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK
  1.  Digital transformation advisory & strategy

Advisory and operational support to initiate, develop and implement various digital transformation initiatives including:

 •  Digital strategy development
 •  Digital transformation planning and scoping, at corporate and project levels
 •  Digital readiness and maturity assessments
 •  Research on digital transformation strategy and design
  2.  Data governance

Harnessing the power of data to generate insights and inform decision-making including:

 •  Data governance
 •  Data privacy, ethics, and protection
  3.  Emerging technologies

Supporting new opportunities with insights into and experience with frontier technologies including:

 •  Distributed ledgers and blockchain
 •  Artificial intelligence and machine learning (this can include policy, regulatory and/or technical skillsets)
 •  Ethical AI
 •  Quantum computing
 •  Mixed, augmented realities and spatial computing
 •  Remote sensing and satellite technology
 •  Internet of things and hardware automation including 3D Printing and drones
  4.  Human centered design, research, and facilitation

Facilitating the creation, and collaboration of digital initiatives including:

 •  User research and usability testing
 •  Rapid digital and service prototyping
 •  Service and system design
 •  User interface and user experience design
 •  Design thinking and workshop facilitation, both in person and remotely
 •  Behavioral science
 •  Digital storytelling
  5.  Digital ecosystems and standards

Working within the digital ecosystem to develop, implement, and scale digital public goods and digital public infrastructure to provide society-wide benefits
 •  Open source, open standards, and open innovation expertise
 •  Digital ecosystems strategy and experience
 •  Tech and/or digital partnerships
  6.  Product management

Product managers identify the 'customer' or 'user' needs and the larger business objectives that a product or feature will fulfill, articulates what success looks like for a product, and rallies a team to turn that vision into a reality:

 •  Works with internal and external stakeholders
 •  Helps to define and execute product vision
 •  Helps to define success and a product roadmap
 •  Manages the team to deliver the product backlog and fulfillment
 •  Works at both a conceptual and practical level
  7.  Software development, systems integration, and methods

Provide practical technical support to the operational deployment of projects and programmes including:

 •  Enterprise, mobile and web software development expertise
 •  Advise on and/or implement complex systems integration and interoperability initiatives
 •  Use and/or advise on agile methodology and agile software development
  8.  Technology infrastructure and hardware

Technical information communications technology expertise required to enable and operate digital projects including:

 •  Software and development environment setup
 •  Hardware management and expertise, from servers to mobile computing devices
 •  Cyber and information technology security
 •  Internet and digital connectivity
  9.  Innovation and entrepreneurship

Catalyzing more innovations and encouraging a more entrepreneurial problem-solving culture including:

 •  Innovation process and programme management, from sourcing, incubating, accelerating, and scaling a portfolio.
 •  Lean startup methodology to increase effectiveness and learning.
 •  Entrepreneurship and intrapreneurship experience
 10.  Change, capacity and organizational development

Supporting digital transformation through critical organizational processes and culture including:

 •  Human and organizational capacity development
 •  Culture and change management
 •  Legal and regulatory with digital
 •  Impact monitoring and evaluation
 •  Training and capacity building
 •  Business process evaluation, design & optimization
 11.  Additional area of cross-cutting expertise in e-Governance.

Applicants can indicate experience in e-Governance as a cross cutting area of expertise. e-Governance expertise includes:

 •  Access and right to information. Expertise in developing and training capacity to support platforms that enable dialogue, with experience in intergovernmental and multi-stakeholder efforts,
 •  e-Government and e-Governance. Experience with advancing inclusive governance using digital development, leveraging technologies to advance human rights and marginalized groups.
 •  Develop strategies, plans and programmes with governments while addressing known barriers.
 •  Innovations in public administration and public service delivery. Experience with innovation tools for government and innovation mechanisms like incubators and accelerators.
 •  Open Data and Open Government. Practical implementation experience with open principles for government to inform policies and strategies, with familiarity with emerging trends and issues.
 •  Digital Identity in the Public Sector & Elections. Technical expertise and experience in the public and/or electoral sector with respect to credentials and identity solutions.
 •  ICTs/Digital technologies and empowerment. Promoting and developing efforts to enhance participation and advocacy among groups such as youth, women, and civil society.
