Description
Purpose:
To coordinate planning, creation, implementation, and maintenance of Nebraska Department of Education (NDE) owned websites and intranet content management system in compliance with design standards for NDE communication and accessibility guidelines.
Essential Functions:
Standards and Compliance
Implements and updates agency standards for online content in compliance with branding guidelines and ensures accessibility compliance with all agency, state, and federal regulations.
Maintains a review and archival request process including workflow, approval, and remediation.
Maintains site appearance by implementing content standards and verifying proper formatting of headers, tables, web links, etc.
Researches, installs, and maintains security updates to protect the agency and its customers.
Maintains understanding of current web technologies, programming practices and industry standards through continuing education, reading, and participation in professional conference, workshops, and groups.
Development and Design
Gathers project requirements from relevant stakeholders and generate a detailed project plan to implement new features and websites.
Researches target audiences to determine scope and nature of web information, increases visibility and engagement of agency web pages through Search Engine Optimization (SEO), analyzes website traffic and performance to recommend improvements.
Designs and builds attractive, interactive, and user-friendly website environments by utilizing Wordpress and related plugins and add-ons, and front-end technologies including forums.
Implements and configuring of WordPress templates; Create and modify plugins and processes to support website development, and prepares documentation to support technical design.
Ensures cross-platform support and responsive design for varying screen size.
Modifies and implement online payment integration.
Plans and implements site upgrades and modifications, editing codes for new functionality requirements using code optimized for reusability, repeatability, and reliability.
Collaborates with content editors, graphic artists, and back-end developers to create site content, applicable graphics, and data visualizations. Writes code to implement those visual elements into various web sites and applications.
Technical Assistance
Identifies and resolves technical issues, performs preventative maintenance, and executes test plans and strategies on code and database elements.
Provides technical assistance and guidance to content contributors, editors, and other staff, assisting with determining web content needs, and optimizing web functionality.
Maintains regular and reliable attendance.
Other Duties and Responsibilities:
Attends training sessions and conferences to maintain current knowledge of latest trends, technologies, and provide information to other staff.
Extent of Public Contact:
This position requires regular contact with school administrators and other educators, school board members, external stakeholders and partners, other NDE and outside agency staff, and the public.
MINIMUM QUALIFICATIONS:
Bachelor's degree in a related field and two years of experience related to the essential functions of the position. Any equivalent education and/or work experience may be substituted in order to meet the minimum qualifications of the position.
PREFERRED QUALIFICATIONS:
Bachelor's degree in a related field and at least four years of experience with developing, designing, editing, and managing websites and content, including site migration of files and content. Proficiency with WordPress, PHP Storm or similar coding software, and Google Analytics.
Knowledge and Abilities:
KNOWLEDGE:
Web Content Accessibility Guidelines (WCAG) and Americans with Disabilities Act Recommendations and Standards (ADA)
Wordpress Content Management System
Create and lead application development project plans
PHP and Javascript programming
Azure DevOps, Git and/or other version control system (VCS) platforms
Hypertext Markup Language (HTML), Cascading Style Sheets (CSS and SCSS) techniques.
Website management concepts, methodologies, optimization and security techniques and principles
Software testing procedures and programming
Formats used in written business communications
Principles and practices of training.
English grammar, spelling, and composition needed for correspondence.
Computer Software necessary to carry out job responsibilities.
Types and uses of office equipment
Office management principles, methods, and procedures

ABILITIES:
Analyze and assess the impact and effectiveness of web pages.
Apply programming languages in a object-oriented approach.
Write, debug, and maintain code using a version control system.
Work independently with limited supervision.
Gather, analyze, and review data and information to make recommendations.
Communicate orally and in writing with agency staff and the public.
Establish and maintain effective working relationships.
Maintain the confidential nature of information.
Understand, interpret, and apply rules, administrative policies, and program guidelines.
Operate office equipment necessary to perform the required duties.
Working Conditions & Environment:
This position requires approximately 95% of work time spent in an office/home office environment and the remaining 5% of work time spent traveling and working in sites such as workshops, events, and conferences.
