The Test Engineering Lead will work with systems engineers, program managers, and technical subject matter experts to plan and execute technology demonstration, system development testing, operational testing, operational assessment, and other T&E related activities.

Responsibilities:

 •  Support systems engineering and the operational components in planning and executing T&E activities by coordinating operational component participation.
 •  Perform M&S Requirements Development to include identifying and documenting candidate critical measures/response variables, along with their associated conditions, during the Test Design portion of the MBTD process that will be supplemented by M&S data.
 •  Develop and document OT&E strategies for assigned OT&E programs in accordance with the LSOTA Operating Instruction and the DHS Supplemental Guidance T&E Management.
 •  Develop and manage a Work Breakdown Structure (WBS) that defines to the work package level, the tasks and activities required to execute the OT&E strategy.
 •  Generate an overall OT&E cost to execute estimate for each OT&E program and develop/provide ongoing cost and resource requirement estimates for each OT&E program.
 •  Develop and document a POA&M for the test planning process.
 •  Leading the development of engineering plans and artifacts including:
 •  Test and Evaluation Master Plan (TEMP)
 •  Testing and Evaluation Gate Reviews (TEGR)
 •  Test case / scenario designs
 •  Systems Engineering Plans (SEP)
 •  Functional Requirements Documents (FRD)
 •  Software Requirements Specifications (SRS)
 •  Integrated Master Schedules (IMS)
 •  Lead T&E IPTs and/or work groups
 •  Lead program-level review boards, including engineering, configuration, risk, and test review boards.

Qualifications:

 •  Bachelor’s degree in related field with 18 years of experience or master’s degree in related field with 10 years of experience or PhD in a related field with 7 years of experience; or an equivalent combination of education and or experience in a related field.
 •  Experience in developing and executing T&E strategy and plans in support of large, complex programs.
 •  Knowledge of DHS or DoD acquisition life cycle framework and systems engineering life cycle framework
 •  Strong problem-solving skills, organizational skills, communication skills, and leadership skills
 •  Self-motivated, proactive, independent performer who can perform well in a collaborative, team environment.
 •  Must have excellent verbal and written communication skills along with customer interaction and presentation capabilities.
 •  Must exemplify a dedication to achieving the mission of the customer as well as high standards of quality and excellence in performing individual duties.
 •  Must be able to work in a fast-paced environment while being able to prioritize work to balance multiple projects and deadlines.
 •  Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred.
