Responsibilities:

RESPONSIBILITIES:

 •  Manages Pre-Construction for projects within Lemartec’s specific niche markets: Commercial, Transportation, Mission Critical, Sports & Entertainment.
 •  Develops Lemartec's Construction Services Program with presentations to Client
 •  Facilitate Kick-off, Design Charrette, Design Reviews and Client Meetings
 •  Assist Business Development in capture strategie
 •  Maintain Lemartec’s Client Satisfaction Program
 •  Network with Clients, design firms, and associates to establish new business and lines of busines
 •  Support Lemartec Business sector managers
 •  Develops and implements the Preconstruction department’s policies and procedures.
 •  Contributes to the development of annual planning efforts related to Preconstruction stra
 •  Develop, manage, and track Preconstruction Department budgets and annual plans.
 •  Acts as Preconstruction team liaison between operations, estimating and design managemen
 •  Develops, tracks, and manages construction budgets between design intervals and formal estimating periods while keeping the Owner and team abreast of current budget and impact of design decisions.
 •  Oversees the establishment and maintenance of budget control during the preconstruction phase of the projec
 •  Maintains knowledge of cost elements of projects by bid package and/or uni-format (i.e., cost/SF of
 •  elements).
 •  Prepares Cost Variance Reports during Preconstruction tracking cost/scope changes between des
 •  intervals.
 •  Provides value alternative solutions taking into consideration cost, schedule, maintenance, and life cycle cost implications. Oversees value alternate preparation from subcontractors, and internal departments.
 •  Proactively fills in design gaps for incomplete documents for the completion of estimates. Ensures estimatin
 •  department has most current design information in the preparation of estimates.
 •  Prepares and/or oversees the development of all pre-con estimates at each design interval including all components related to comprehensive cost management inclusive of take offs, detailed scope development and reviews, et
 •  Prepares Estimate Qualifications and Assumptions that align with the contractual and project requirements during each submittal of pre-con. Provides updates as needed.
 •  Prepares and/or oversees preparation of Preconstruction Schedule incorporating design, owner, pre-
 •  construction and construction activities with buy-in from internal departments. Interfaces with the Owners and designers to maintain Schedule. Keeps internal departments informed of Schedule changes as relates to their activities.
 •  Reviews Construction Schedule and required staffing while also ensuring the timely preparation of the
 •  General Conditions and coordination of General Conditions with trade packages.
 •  Prepares initial Construction Logistics and MOT plans required for City approvals.
 •  Supports Permit Coordination process, when required.
 •  Leads and represents Lemartec in all design and coordination meetings. Maintains an action log for
 •  outstanding items and assigns responsibility for such items to internal staff. Maintains scope issues log and is responsible for compiling pricing with assistance from estimating as needed.
 •  Assists with all aspects of the Subcontractor prequalification process ensuring company experience,

financials, bonding and insurance align with Company requirements.
 •  Works with estimating and operations to ensure proper bid coverage from subcontractors on each project, analyzing bids, developing and organizing trade scope review and presenting these in an organized format and conducting post bid reviews with Operations staff
 •  Contributes to business development efforts and participates in presentations and presentation preparation.
 •  Assists the Marketing Department in preparation of responses to RFP’s and RFQ’s, when required.
 •  Manages a relationship management plan with owners and key stakeholders in the markets that we cove
 •  Builds and maintains relationships with Lemartec clients, architects, engineers, consultants, and industry
 •  influencers.
 •  Attends industry events and represents Lemartec to the industry in a professional capacity.

Qualifications:

MINIMUM REQUIREMENTS:

 •  Bachelor’s degree in construction management, Architecture or Engineering, and/or 10+ years of applicable
 •  Estimating, design management and/or field management experience.
 •  Proven experience with design-build & EPC delivery method, managing the entire preconstruction process for industrial, energy, commercial and governmental projects ranging in both size and complexity.
 •  Experience as a Preconstruction Manager on ever increasing complex projects in Industrial, Power, Energy and Aviation indus
 •  In-depth knowledge of construction principles/practices required.
 •  Experience dealing with subcontracts, subcontractors and/or self-perform or trade managed work.
 •  Demonstrates leadership skills with ability and willingness to face challenges, solve problems, and motivate others, while maintaining effective relationships with customers by meeting or exceeding their requirements.
 •  Self-starte Highly motivated to bring results and success to the projects he/she leads.
 •  Ability to build trust and influence others internally and externally.
 •  Demonstrates behaviors consistent with Lemartec’s core values.
 •  Maintains a proactive, “value added” approach to preconstruction.
 •  Strong communication skills with ability to communicate to varied audiences.

In addition to the above listed minimum requirements, candidates who poses the following skills, experience, and capabilities may receive greater consideration during the evaluation process:

 •  Design/Engineering Experience
 •  Experience with USACE Design Standards
 •  Experience in projects greater than $20 million
 •  Experience with MS Office, MS PowerPoint, Sage/Timberline Estimating and Project Management, MS
 •  Project, and P6 Scheduling
 •  Ensures Lemartec is adhering to contractual requirements and strategically meeting overall goals by
 •  understanding preconstruction and construction contracts and applying knowledge to assigned projec
 •  Manages all aspects of risk related to Preconstruction and project items and defines such for the executive team while also preparing contract documents for legal and risk reviews.
 •  Manages, maintains and presents consistent deliverables to the Owner in a complete and organized manner, per Lemartec’s approved guidelines and the requirements of the Owne
