Job Description :

This position is on a hybrid schedule with both onsite and remote work.

If the candidate is local the manager would like the candidate to come onsite once every two weeks.

If not local, the candidate can work remotely.

The candidate will need to work on agency-supplied laptop.

This can be picked up in person or shipped. Equipment must be returned at the end of the contract. The Business Analyst is a junior level resource within the OSBM Data Services Team (IT) who will assist the OSBM Grants and OSBM Budget Teams with day-today operational activities including reports testing, web application testing, help desk issue resolution, documentation updates and COTS configurations (Smartsheet).
The Business Analyst must be able to forge an independent working relationship with business and external users to manage requirements gathering and issue resolution. This position reports to the OSBM CIO but will also take direction from the Business Systems Analyst who interacts between the IT team and the business.
Additional description (including, but not limited to): 1. Managing business analysis work or projects with distinct deliverables to a solution 2. Identifying and documenting business processes, issues, value levers, metrics, and capabilities 3.
Collecting, organizing, and analyzing data 4. Completing analysis and documentation of as-is capabilities. 5. Conducting interviews to gather business requirements. 5. Supporting required system maintenance activities, including support desk, site support, training delivery, etc.
8. Supporting change management and communications

Required Skills:

Expertise with Excel, including writing long formulas, pivot tables, comparing multiple data sources to spot differences

Expertise with testing reports. Verifying data totals compared to various data sources (some online, some not)

Expertise with manual Quality Assurance testing of custom web applications

Expertise with communicating effectively and professionally, orally and in writing, with business teams and external users

Demonstrated technical writing experience – user guides, user instructions, system specifications

General knowledge of an issue ticketing system – adding issues to the system, statusing tickets, resolving and closing

Ability to interact as a productive team member and/or project team, or manage project tasks independently

Ability to study and learn independently; ability to adapt work to unanticipated changes and shifting priorities

Demonstrated ability to formulate creative solutions to problems while working within defined boundaries

Familiarity with Smartsheet including workflow, formulas and DocuSign integration

General knowledge of writing / running basic SQL queries to check data for reports / testing
