Democracy International (DI) is seeking to hire a Monitoring, Evaluation & Learning (MEL) Director for the anticipated five-year Global Heath Risk and Capacity (GHRC) Mechanism funded by USAID. The purpose of the mechanism is to provide services to USAID health programs in support of the Agency’s goal to support local leadership and capacity in development.
The mechanism will (i) support USAID OUs’ engagement with local organizations, (ii) support capacity strengthening of USAID funded local health partners (both government and non-governmental) and (iii) support the capacity of USAID local health partners through global activities that promote knowledge exchange.
This will be a full-time position and will be contingent on award and funding.

The position’s responsibilitieswill include:

 •  Provide technical leadership to develop and implement all aspects of the Activity’s Monitoring, Evaluation, and Learning (MEL) plan.
 •  Develop and design project metrics and systems to track program progress and performance in alignment with USAID expectations, including key performance indicators in collaboration with stakeholders.
 •  Spearhead collaborating, learning, and adapting (CLA) processes to strengthen local organizational capacity. Ensure integration of CLA into current and future programming.
 •  Mentor and train the Activity’s team and partners on MEL data collection, design, management, implementation, and reporting.
 •  Gather, analyze, and report project performance data and information ensuring accuracy, timeliness, and quality in all internal and external reporting and tracking tools.
 •  Lead the development of the MEL section of quarterly and annual reports, work plans, and other reports as required by USAID.
 •  Participate in periodic oversight meetings with USAID at the request of the Task Order Contracting Officer Representative.
 •  Ensure project MEL activities comply with USAID policies.
 •  Conduct data quality assessments (DQAs) of performance indicators at regular intervals.

Secondary Job Duties:

 •  Contribute to ongoing Democracy International business development efforts around the world.

Qualifications:

 •  Master’s degree or higher in international development, monitoring and evaluation, statistics, social sciences, global health, or other relevant field.
 •  Minimum 7 years of professional experience monitoring and evaluating public health initiatives.
 •  Minimum of 5 years of experience with USAID compliance and reporting requirements, especially for complex, multi-country programs.
 •  Proven expertise in quantitative and qualitative methodologies, reporting, data quality assessments (DQAs), data analysis and presentation, and establishing and managing MEL systems that track performance as per the objectives set forth.
 •  Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, and team members.
 •  Excellent computer skills, including proficiency in MS Word, Excel and PowerPoint and data analysis tools and software.
 •  Strong analytical skills to collect, analyze, and synthesize data.
 •  Demonstrated knowledge of PEPFAR requirements for data quality, performance monitoring, and local partner transition.
 •  Ability to multi-task with strong commitment to meeting deadlines.
 •  Strong attention to detail, self-starter attitude, and flexibility.
 •  English required; proficiency in one or more foreign languages preferred.

Reporting:

 •  This position reports to the Project Director.
