We are seeking an individual for a full-time position as Regional Manager who oversees site Property Managers in the greater Boston and northern Boston areas to execute site responsibilities and is available to all Property Managers as a resource in conducting their duties.
They will be responsible for the efficient physical and financial operation of assigned properties to ensure maximum profitability and will work with property owners to ensure owner satisfaction. They will ensure maximum resident satisfaction.
This candidate will have the ability to work collectively with senior staff as part of a team and provide creative solutions.

Front line Job Functions:

Works with Property Managers to ensure site program compliance with federal, state, and local regulations by:

 •  Advising managers on program compliance questions
 •  Informing managers of any program changes
 •  Coordinating with appropriate government agencies to ensure timely and accurate preparation of required documents
 •  Ensure that the requirements of any AFHMP are met and that non-discriminatory practices are always followed in hiring and treatment of employees, in the resident selection, and in the treatment of all residents, and in all other areas of the operation.

Assists Property Managers with effective execution of various operational issues by advising and instructing them on proper procedure for items such as:

 •  Preparing various property reports
 •  Engage in revenue management pricing and preparing annual property budgets
 •  Responsible for review and approval of all property purchasing with complete adherence to the expense budget
 •  Collections issue
 •  Respond and resolve lease violations
 •  Administer the implementation of rent increases
 •  Advise and provide strategies to maintain the appearance of the physical property sites
 •  Responsible for handling and resolving escalated complaints from residents
 •  Leasing and marketing of the properties

Assists VP of Property Management with the training and development of Property Managers by:

 •  Determining, implementing, and following up on any corrective action plans for deficiencies found at properties
 •  Conducting training and informational updates at monthly Managers Meetings
 •  Examining current policies and formulating new ones

As necessary performs the functions of a Site Property Manager in the absence of a manager such as:

 •  Preparing and monitoring budgets
 •  Hiring, disciplining, and developing site staff members
 •  Ensuring that the physical condition of the property is safe, attractive, meet inspection guidelines, and runs efficiently
 •  Ensuring all required paperwork is complete and in compliance with regulatory guidelines
 •  Maintaining occupancy at established levels
 •  Initiating rent increases as necessary and completion of all required HUD and Agency paperwork

Non-Front line Job Functions

Responsible for the efficient physical and financial operation of assigned portions of the portfolio and board-controlled rental properties to ensure maximum profitability. Works independently at a corporate level to address issues reviewed by Vice President of Property Management.

Develops a management plan for all assigned sites, delineating how the site is to be staffed and managed. Pay special attention to board-controlled sites, delineating how property is to be managed by:

 •  Working with the board to determine their needs and what they are looking for
 •  Operating in accordance with the governing documents
 •  Preparing routine preventive maintenance plan
 •  Identifying what site staff is needed
 •  Obtaining board approval for the plan

Maintains and improves owner relations for board-controlled sites by:

 •  Establishing a positive relationship with owners that identifies and addresses their needs
 •  Providing direct daily service to clients: answering questions, addressing needs, and solving problems
 •  Coordinating monthly meetings: preparing agenda, collateral materials, and reporting on the status of items from prior meetings

Ensures sites are managed efficiently and effectively by:

 •  Overseeing subcontractors ensure quality of work
 •  Ensuring bills are paid
 •  Collecting rents
 •  Lease enforcement, taking legal action when required
 •  Assist managers with writing all service contracts
 •  Making maximum use of available technology and software and ensuring that site staff does the same.
 •  Visits and inspects sites once per month on average.

Assist managers administration of capital improvements by:

 •  Enforce utilization of preferred vendors to guarantee best prices or aggregate proven local vendors to leverage pricing in that area
 •  Reviewing bids and contracts from contractors
 •  Monitoring projects in operating budget and managers plan
 •  Supervising and inspecting work to ensure effective completion

Participates in New Business Development projects.

Requirements

Skills & Abilities:

 •  Extremely knowledgeable in all aspects of conventional and affordable property management
 •  Excellent written and verbal communication skills
 •  Excellent customer service skills
 •  Ability to effectively coach and train others
 •  Ability to have the flexibility and adapt to changing work schedules, requirements and scope.
 •  Ability to travel to various sites as needed to engage teamwork groups
 •  Ability to understand budgets and financial reporting
 •  Proficient in MS Office, RealPage, and One-Site software
 •  familiar with programmatic requirements for LIHTC, HUD, HOME, 811, and other voucher programs requiring regular rent increase requests

Level of Education/Training/License:

 •  Bachelors degree in Business preferred
 •  Contractor license preferred
 •  CPM and ARM designations preferred
 •  Hold NAHMA's NAHP designation, or to be completed within two years
 •  Certification in Tax Credit compliance

Experience:

 •  5 years or more in managing multiple properties with direct supervision of staff.
 •  5 years or more with Residential Housing Management experience exhibiting detailed knowledge of market-rate housing and familiarity with programmatic requirements for LIHTC, HUD, HOME, 811, and other voucher programs.
 •  5 year or more working with site budgets and the financial process
 •  5 or more years of experience working with contractors and designers overseeing and negotiating renovation contracts
