Project Description and Background
The WSF Applications Development team need to modernize our public facing applications to conform
with our current website. Many of our current Web applications are over 10 years old, functioning with an
outdated codebase and needs an overhaul. This scope of work will procure a Senior Level Application
Developer Consultant to lead these modernization efforts. The consultant will provide the overall design,
development, testing and implementation to modernize our public facing web applications into our
WSDOT Azure tenant. Scope of Work
Below describes the scope of work to be provided by a Senior Level Web Applications Developer
Consultant to support WSF with this effort.
Technical Development and Implementation in general will include:
Lead technical discussions with WSF and HQ Staff.
Modernize and migrate our existing WSF Admin & Public Facing Web Applications (Such as
but not limited to, Customer Communications, Contracts, Real-Time Map, Schedules,
WebAPIs, etc.) into the WSDOT Azure tenant.
Conduct formal and ad-hoc (as required) reviews of technical documents, correspondence,
designs, and reports.
Work close with business staff to develop and define requirements
Assisting WSF in resolving any technical issues or disputes with building and deploying
modernized Web Applications.
Reviewing results of system testing, pilot implementations, and use case demonstrations to
provide any technical changes/additions as needed.
Document the new application processes in App Dev documentation repository. Provide technical review of the new processes with the WSF App Dev team.
Provide technical support for the software deployments with the WSF App Dev team.
Work with WSF and HQ IT Staff to optimize system performance and provide
recommendations and measurement methods for key performance indicators.
Provide technical recommendations and input based on lessons learned and best practices
from other web system deployments to help WSF anticipate issues, mitigate risk, and resolve
discrepancies.
Other technical activities as requested by WSF. 3.4 Work Requirements
This position serves as a Senior-Level Web Applications Developer within the Ferries Division of
WSDOT with specialized knowledge, experience, and expertise in developing software application
projects in a fluid and dynamic environment. This position will be able to work independently or as a
member of a WSDOT IT project team to:
Serve as our Lead Developer for our Public Web Apps Modernization
Serve as our technical subject matter expert in migrating our Public Web Apps into the WSDOT
Azure tenant
Must have a proven record of accomplishment working with C#.NET, JavaScript/jQuery,
TypeScript, XML, JSON, and SQL, Visual Studio. Must have a wide breadth of mobile
technologies experience including SDKs, UI, API, Object-Oriented Design, memory
management, file I/O, multithread, secure resources deploying applications.
Experience with ASP.NET MVC (Framework 4x or .NET 7+), Web APIs hosted in IIS on prem
and Azure App Service in the cloud.
Experience working with Azure DevOps.
Migrating On-prem Web Applications to the MS Azure Cloud.
Experience working with ESRI.
Obtain an understanding of key business needs and work directly with end-users and business
contacts to create effective solutions.
Elicit, understand, and document complex business processes and translate them into solutions.
Interact and consult with senior and mid-level managers of WSDOT business units, as well as
key subject matter experts.
Exercise excellent communication skills for communicating various system issues and meeting
the customer's expectations.
Participate in workshops/training with business/applications owners and end-users.
Effectively manage time to assure commitments are met on time.

Conversion/Deployment Plan

Skill set info
Minimum 6 years' experience in the last 10 years with C#.
Minimum 6 years' experience in the last 10 years with ASP.NET and/or ASP.NET MVC
experience.
Minimum 6 years' experience in the last 10 years with SQL Server 2008 or above writing stored
procedures and SQL scripts.
Minimum 5 years' experience in the last 8 years with Visual Studio 2015 and above.
Minimum 3 years' experience in the last 5 years Developing Applications for Azure Cloud
Minimum 3 years' experience in the last 5 years Configuring custom DevOps Pipelines for build
and deployment

Technology/Computer Science or a minimum of 8 years of experience in Information
Technology.
