Senior Project Manager - Capital Development

Overview:

As a Senior Capital Project Manager, you will be responsible for planning and managing assigned capital projects to deliver specified requirements and ensure customer satisfaction. The capital program includes planning and construction of multimillion-dollar transit infrastructure projects such as transit centers and stations, park and ride facilities, operating/maintenance bases, as well as new initiatives such as bus rapid transit and transit-oriented development.

Essential Duties:

 •  Develop and manage project implementation plans including work breakdown structure, schedule, resources, cost estimates, contingencies, forecasts, and risks. Communicate status, issues, and risks to project stakeholders and adjust plans as necessary to accomplish projects. Research, document and refine project scope, business case, and requirements for assigned projects. Ensure that all technical, operational, regulatory, business, and customer requirements are effectively addressed.
 •  Assemble and lead a project team consisting of all appropriate stakeholders and contributors. Direct and motivate staff and consultants on the project team. Conduct project meetings with contractors, staff, and external agencies to secure input and provide direction.
 •  Sign contracts, purchase orders, and task orders per company policies and procedures. Review and approve appropriate project expenditures including contractor requisitions and invoices. Prepare and approve change orders per company policies. Review and approve deviations to the project plan and engineering design.
 •  Procure and manage all necessary consultant services according to company procedure. Coordinate, direct and monitor the work of consultants and contracted engineers. Track and manage contractor activity to successful completion. Conduct quality assurance and quality control, as appropriate.
 •  Prepare short-term plans as projects progress. Develop and implement plans to mitigate construction impacts on transit service, traffic flow, local communities, and agency employees.
 •  Complete projects in a professional manner meeting budget, schedule, quality, and safety requirements. Ensure satisfactory transfer of control upon project completion. Complete project closeouts in a timely manner and prepare end of project reports.
 •  Ensure all regulatory requirements are met, including federal, state, and local requirements for right-of-way acquisition, environmental impacts, design/build, permitting, workplace safety, public involvement, etc. Organize and administer staff, contractors, and agencies to obtain necessary permits and approvals, and negotiate improvements with authorities and property owners.
 •  Perform other duties of a similar nature or level.

Requirements:

Minimum Qualifications
 •  Bachelor's degree in Engineering, Construction Management, Public Administration, or a related field.
 •  Five or more years of experience managing complex projects from planning phase through construction including contract administration and oversight.
 •  Five or more years of experience organizing, presenting, facilitating, and negotiating with diverse stakeholders and user groups.
 •  Five or more years of experience with quality assurance and coordinating with staff and contractors engaged in program development, procurement, and implementation of equipment and systems.

Knowledge Requirements
 •  Project management practices including scope development, cost estimating, scheduling, construction management and project control
 •  Federal, state, and local legislation and regulations governing land use, environmental impact, construction, and transit operations
 •  General principles and practices of transportation planning, transit operations, and infrastructure design including design for bus and auto operations, pedestrian access and safety, aesthetics and integration into local communities, and administrative and maintenance facility design
 •  Common budgetary practices
 •  Contract administration

Working Conditions
 •  Work is performed both indoors in an office environment, and outdoors in varying weather conditions. Requires the ability to operate standard office equipment and keyboards. Must have the ability to move throughout the building, between buildings, and to field locations. You may be exposed to automotive fumes, odors, dusts, and may need to complete tasks in noisy environments. Lifting and carrying of supplies and equipment up to 30 pounds will be required occasionally. Hybrid telework is available for most administrative positions.
