Overview:

As a Program Manager, you will be responsible for the overall performance and success of the multi-component IT solution implementation project including day-to-day team and task management, deliverables, customer relationship management, customer and internal reporting, scope and cost control, team management, staffing, profitability, and issue resolution.

Although this is primarily a telework position, candidates must be located in or around the DC Metro area and be able to attend on-site meetings as required.

Responsibilities:

 •  Manage the overall performance, quality, schedule, and cost of the contract
 •  Lead teams using an Agile methodology, across multiple interrelated project workstreams to ensure their deliverables are coordinated, on budget and on time
 •  Analyze business needs and work with cross functional (technical & non-technical) teams to deliver enterprise solutions focusing on enterprise data warehousing, AI /ML model application, data management (e.g. data cleanse, wrangle, model set up, testing, deployment), API integration etc.
 •  Gather, define, and track requirements, coordinate and facilitate meetings and technical discussions, and translate and brief technical concepts and requirements to non-technical audiences including client users, vendor partners and other stakeholders
 •  Establish working relations at all organizational levels and to diplomatically and effectively work with government and program office stakeholders
 •  Provide technical and financial reports in order to document progress to the client and vendor partners
 •  Manage and ensure all project issues are resolved promptly to avoid negative impact to the budget or schedule
 •  Work together with the engagement manager to ensure client satisfaction and delivery quality
 •  Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance

Qualifications and Education:

Required:

 •  Typically requires a bachelor’s degree in computer science, Information Technology Management or Engineering, or other comparable degree or experience and 20+ years of experience including:
 •  10+ years of experience in IT Project Management, and leading delivery in complex customer environments including software development and modernization efforts with a focus on forward-leaning tech, including cloud, automation platforms, enterprise data, and open-source tech stacks
 •  7 year’s experience managing large IT projects following Agile and DevSecOps practices.
 •  4+ years of experience leading IT DevSecOps projects with a minimum of managing 14 12-person Agile teams.
 •  3+ years specialized experience in business process analysis and change management
 •  3+ years of experience overseeing all functions, personnel, and contract deliverables of a major initiative
 •  Demonstrated experience in executing agile programs with AI/ML
 •  Project Management Professional (PMP) certified
 •  Experience designing and deploying web, internet and cloud technologies, understanding of systems engineering life-cycle management
 •  Experience leading implementation of technical / complex programs or projects
 •  Experience managing a portfolio of IT projects focused on data quality, data analytics, business intelligence, data management platform modernization
 •  Experience working within an Agile environment
 •  Experience creating project management documentation, such as Project Charters, Project Management Plans, metrics, roadmaps, etc
 •  Translating and presenting technical concepts to non-technical audience, including client users, vendor partners, and other stakeholders
 •  Proven track record of delivering IT projects on time and on budget and experience in controlling cost without compromising client delivery
 •  Experience working in cloud environment such as Microsoft AWS
 •  Experience with setting up and providing O&M support after solution stand up
 •  Self-motivator with ability to work as part of a team or independently with little supervision or direction
 •  Ability to balance and prioritize many diverse tasks at once
 •  Ability to obtain and maintain a US Pubic Trust clearance

Preferred:

 •  Experience in managing programs with multiple ART, prioritizing features for PI planning cycle and driving continuous improvement in the software delivery quality by utilizing SAFe Agile program metrics and feedback mechanisms.
 •  Experience as a program integrator who can effectively organize, facilitate, and conduct the Agile ceremonies and release planning while managing upstream/downstream dependencies.
 •  Demonstrated experience using JIRA
 •  Active SAFe RTE Certification.

Compensation:

In accordance with pay transparency guidelines, the proposed salary range for this position is $180,000 to $235,000. Final salary will be determined based on various factors such as relevant skills, experience and certifications.
